- The party responsible for the boy's death is the shooter. The one way the school could be co-responsible is if they new about physical threats to gay, or any other minority, students and did not mount a strong challenge to it. THAT would be a good line to investigate.

- Make it life in prison. Unless something has changed, child molesters DO NOT get an easy time in prison. Maybe even a first offence should be not a set number of years but life or until they can prove against all doubts they can be trusted on the outside again.
